So we contacted Josette, the ever-helpful dermatologist who said it was an exceptionally bad case of eczema and needed special cream. A bottle of cream was quickly purchased, for the exorbitant price of about $1.50, and he's starting to look and feel better.
The dry air contributes to that. Make a practice of boiling a large pot of water on the stove when the temperatures drop outside. I usually set a timer so I don't forget about the pot and let it boil dry.
